Elmer Otto Habhegger was born on January 2, 1896, in Milwaukee, Wisconsin. Growing up during a period of rapid American industrialization, he developed an early interest in the mechanics of progress. He attended East Division High School and Milwaukee Normal School before pursuing further studies at the University of Wisconsin.
